Tab selection box does not scale as message box grows

Observed behaviour

The blue highlight remains at whatever size it was when you first Tab or Shift+Tab into the message box This is likely related to the behavior described in #2807

Reproduction steps

  1. Put keyboard focus on the main area where you type messages
  2. Tab twice
  3. Shift+Tab once (You should see a blue highlight encircling the message area)
  4. Type some message and include some newlines (Shift+Enter)

Expected behaviour The blue highlight should change dynamically to encircle the message box as it grows in height.
