Without "Read Message History" permission, forward button appears but does not work

Observed behaviour

The forward button appears and lets you select channels to forward to, but when the forwarding action is attempted it fails with an error.

Reproduction steps

  1. Enter a channel where you do not have the message history permission
  2. Attempt to forward a message from that channel

Expected behaviour Either forwarding should work regardless of the message history permission, or if message history permission is tied to being able to forward messages the button should not even be an option in the first place when message history permissions are not granted.
