Screen share frame rate is low when Hardware Accelerated GPU Scheduling is enabled in Windows

Observed behaviour

The screen share frame rate is extremely low. When looking at the GPU in task manager under performance, you can see a direct correlation between the GPU compute utilisation going up and the encode utilisation going down (Data visible only on Nvidia GPUs).

Reproduction steps

  1. Go to Windows settings in System > Display > Graphics.
  2. Under "Advanced graphics settings" enable Hardware-accelerated GPU scheduling.
  3. Play a game that uses high GPU utilisation. Use monitoring tool to ensure it is pinning GPU utilisation 98% or above.
  4. Start a screen share for the game on the host device.
  5. View the screen share on a secondary device.
