There appears to be a gap or void between communities when dragging them for reordering that can result in the drag and drop operation effectively being cancelled. This seems related to #2677. I believe the void corresponds to what used to be the top drop zone described in that bug report.

Reproduction steps

  1. Join at least 3 communities
  2. Drag one as shown in the attached video
