SVG files cannot be uploaded as emotes

Observed behaviour

The error message "No static slots available" will appear along with a second message at the top of the screen saying that that file format is not supported

Reproduction steps

  1. Get an SVG file
  2. Try to upload it as an emote to a test community

In the video i show an SVG file causing this error. I then upload a PNG to show that it does work with those, then try again with the SVG only for it to fail.

Expected behaviour The emote gets uploaded as a static emote so long as there are slots available

Can reproduce Canary Desktop 2026.519.235858, Web 2026.521.41708, Windows 11 10.0.26200 (x64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-GB
