Message action bar briefly shows the unshifted actions while holding Shift

Observed behaviour

it renders the default unshifted one for a split second

Reproduction steps

  1. hold shift
  2. hover over messages
  3. for maximum visibility shake the mouse so it hovers over a lot of messages very quickly and you can see the bug easier

Expected behaviour it renders the shift version of the action bar thingy

Can reproduce For a split second, I see it. Canary 811 (7ae3810), Host 0.0.249, macOS 26.4.0 (arm64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-GB
