[PWA] No vibrations from notifications

Observed behaviour

No vibration, and any other notifications “in-app” have this same issue. This can cause alerts to be missed when you have no audio. Regression compared to stable build.

Reproduction steps

  1. Enable vibration through your phone settings.
  2. Go to Settings -> Sounds & Alerts
  3. Turn off and back on Enable notifications

Can reproduce CR confirmed consistent behavior 3-5 tests: Canary 792 (56200de), iOS 18.7 (arm64), Safari 26.4, Locale en-US, Canary 792 (56200de), Android 13 (arm64), Chrome 108.0.0.0, Locale en-US
