(Desktop) Fullscreen embed video player hides UI controls but doesn't unhide with mouse move under certain (unsure) conditions

Observed behaviour

Nothing happens (Not Linux. Windows specific?)

Reproduction steps

  1. On desktop, open an embeded video that is small in height fullscreen
  2. Wait for UI controls to auto-hide
  3. Move mouse cursor around so UI controls unhide

Can reproduce CR with the following video. Canary Desktop 2026.519.235858, Web 2026.521.41708, Windows 11 10.0.26200 (x64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-GB
