VC popouts do not appear at the start of a call

Observed behaviour

VC popout doesn't appear for neither voice call nor screenshares. You can get it to appear if you watch your or another user's screenshare and enter then fullscreen on the call view. Popout will remain even if the screenshare ends and will last until you leave the vc.

Reproduction steps

  1. Have "Disable picture-in-picture popout for calls" toggled off
  2. Have "Disable picture-in-picture popout for screenshares" toggled off
  3. Get in a vc

The video starts with me being in a vc on windows client (left) and web client (right). There are no vc popout at the start of the video, however i show how to get them to appear with a screenshare and how they remain after the screenshare ends.

Expected behaviour VC popout should appear when joining a vc.
