QWERTZ keyboad layout and certain keybinds produce incorrect behaviour

Observed behaviour

CTRL + SHIFT + Y works note: this bug likely occurs due to the Z and Y being switched on my layout compared to QWERTY and other switched keys (including on other layouts) may produce the same bug also this bug is similar to the already fixed bug #2422

Reproduction steps

use a QWERTZ keyboard
edit your mute keybind to CTRL + SHIFT + Z
try to use the keybind
now try pressing with CTRL + SHIFT + Y (without changing the keybind)
