Buttons and links in uploaded media are not outlined

Observed behaviour

There's no outlines making it very confusing what has focus Note: there's also no outline when tabbing to the media expiry button that opens the help page, or when focused on the actual media (where pressing enter will open the media in the preview component)

Reproduction steps

  1. Upload or find an image in chat
  2. Tab to the buttons (favourite/download/delete)
  3. See how there's no outlines on the buttons
