Server admins can't reorder roles

Summary

When I attempt to reorder roles as a server admin (NOT as the server owner, this is important), the role re-order won't save and will also block any other changes I may have made to the roles. To avoid confusion, this is about normal role re-ordering, not hoist re-ordering.

Steps to reproduce

  1. Make a server.
  2. Make an alt account.
  3. Give the ALT account a role with admin and a few roles under that admin role.
  4. Attempt to re-order roles UNDER the admin role

Status changed from Fixed to Awaiting confirmation
This was closed in a bulk cleanup before Fluxer V2 without being checked or fixed. It may work now, so it is waiting for someone to confirm whether the bug still happens.

pretty important issue, probably should be high priority. (just need to make sure admins can't move a role higher than their own)
