Leave video call button appears on audio-only direct calls

Observed behaviour

The "Leave video call" button appears in non-video calls I am unable to test if "Leave voice call" appears in video calls

Reproduction steps

  1. Get in a direct vc with another user
  2. Mouse over the camera button at the top of the call view

Can reproduce CR - canary build 637 (5e63270), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.131, locale en-US
