[PWA] Searching for exact match does not work

Observed behaviour

Does not honor the quotation marks, results include any message with "attachment" or "rules"

Reproduction steps

  1. Search for "Attachment rules" in this server (with quotes)

Build information

canary build 624 (5f28601), Chrome 147.0.0.0, Android 10 (Linux armv81), locale en-US

Can reproduce CR - canary build 633 (af9fc11), Safari 26.4, iOS 18.7 (arm64), locale en-US
