Keybinds get cleared on a second restart

Observed behaviour

The keybinds have disappeared.

Set a keybind in the keybinds user settings. (for example, setting toggle mute to F13 key)
Restart the client.
Restart the client again.
Open the keybinds menu to verify.

Expected behaviour The keybinds should still be there.
