settings cannot be navigated with arrow keys after selecting them with tab

Observed behaviour

Only right and left arrow keys work instead of up and down

Reproduction steps

  1. open settings
  2. press tab twice
  3. navigate through the settings tabs with up and down arrow keys

canary build 605 (0f4cfbe), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.122, locale en-US
