the first two tabs after clicking on the main content in settings does not highlight anything

Observed behaviour

nothing visually happens, but pressing enter on the 2nd tab (which is invisible) closes the settings menu

Reproduction steps

  1. open settings
  2. click on the contents in settings
  3. tab thrice

canary build 586 (96d2f9a), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.121, locale en-US

Expected behaviour the first 2 tabs do something, anything, even the browser default focus ring
