mock compact messages does not have the hover effects

Observed behaviour

nothing happens; the gray hover overlay only appears when you click on the mock user's name

Reproduction steps

  1. go to design systems in settings
  2. hover over the mock compact messages

canary build 585 (779edbc), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.120, locale en-US

Expected behaviour the (a bit broken css) gray hover effect is played like it is for comfy mock messages
