Closing devtools highlights the accessibility option for "Skip to content"

Observed behaviour

Keyboard focus shifted to the Skip to content button and made it visible.

Reproduction steps

  1. Open devtools (Ctrl + Shift + I)
  2. Close devtools
  3. Skip to content button appears and becomes highlighted at the top left of the window

Expected behaviour Not sure, perhaps shift keyboard focus to the text input? But shifting input to a normally invisible accessibility option seems weird.
