No Title Bar appears when "Use Native Title Bar" is enabled on Windows

There is no title bar at all.

canary build 559 (41bec26), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.114, locale en-GB

Expected behaviour There should be a Windows-style title bar.
