@silent sends push notifications in DM's and group DM's

Observed behaviour

Push notifications were sent. See attachments for confirmation.

Reproduction steps

  1. In a DM or Group DM, send a message with @silent at the beginning
  2. Check with the person on the other end if they got a push notification

Build information

Version 2026.09.100, Beta 1, Channel Beta, Build 2497, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.47.5, Dart 3.13.4

Expected behaviour From Hampus over at desktop canary testers:
silent is supposed to not send them a ping notification sound or push notification

Can reproduce CR - Version 1.0.0, Beta 68, Channel Beta, Build 74, iOS 26.6 (arm64), Device iPhone13,1, Locale en-GB, Push apns, Flutter 3.47.5, Dart 3.13.4

Can reproduce CR; Muting the group doesn't work either, as push notifications still come through - Version 2026.09.100, Beta 1, Channel Beta, Build 2497, Android 13 (arm64), Device Xiaomi 21061110AG, Locale en-US, Push fcm, Flutter 3.47.5, Dart 3.13.4
