Repeatedly tapping the neko stops haptic feedback

Observed behaviour

the haptic feedback suddenly stops and you no longer have haptic feedback(outside of what you do in step 5) even in other apps or after a restart

Reproduction steps

be aware this may break something. although it doesn't seem to break the hardware haptic motor i still can't find a way to fix it. read before continuing
tap the neko continually
wait until the haptic feedback suddenly stops
test haptic feedback in other apps
test with the mute/sound/vibrate options either in settings or the control center
restart and see if you still have the issues above
