[Desktop parity?] Vertical padding for list items and surrounding lines is excessive for most text sizes

Observed behaviour

For smaller text sizes, the vertical padding/line spacing on the Flutter client is incredibly jarringly wide, although the difference between the two clients gets smaller as font size increases.

Reproduction steps

Technically, this is visible upon seeing any list item in a complex message, but the difference is apparent on with a side-by side view of the web app with the Flutter client.
If comparing clients, find a message with multiple list items and lines between them.
Make sure settings are synced, and change the Chat font size in Appearance settings.
Change the viewport size until no lines are wrapped, for consistency.
Note where the bottom of the message is.
