Animated media (GIFs) don't animate if android transition animation system setting is set to 0x

Observed behaviour

Animated media does not animate

Reproduction steps

  1. Observe a working gif
  2. Go to android developer settings and set "Transition Animation Scale" or whatever to 0x
  3. Go back to fluxer and observe gif

Can reproduce CR: Requires fully closing and reopening the app to restore motion when re-enabling transition animation scale. Version 1.0.0, Beta 58, Channel Beta, Build 2385, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.47.2, Dart 3.13.2

Can reproduce CR ;; Version 1.0.0, Beta 58, Channel Beta, Build 2385, Android 16 (arm64), Device samsung SM-S928B, Locale en-GB, Push fcm, Flutter 3.47.2, Dart 3.13.2
