Cannot assign roles as administrator

Summary

We stood up our server today, and only the server owner can assign roles beneath them. My role has administrator rights but cannot assign roles. The options are greyed out.

Steps to reproduce

  1. Stand up server
  2. Create at least 3 roles
  3. Assign admin to one of them
  4. Try and have the user assigned the role with admin rights assign a different role.
