Built-in browser does not properly close when app is suspended

Observed behaviour

The first link just reopened.

Reproduction steps

  1. Prepare two different links and post them somewhere in the app (e.g. google.com, bing.com)
  2. Close and reopen the app to get it to a consistent state
  3. Tap on one of those links
  4. Press Home (this should only suspend the app)
  5. Reopen the app
  6. Tap on the second link

Build information

Version 1.0.0, Beta 46, Channel Beta, Build 2244, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.44.8, Dart 3.12.2

Expected behaviour The second link should have opened in this case.

Can reproduce CR: Version 1.0.0, Channel Canary, Build 2259, Android 15 (arm64), Device OnePlus CPH2465, Locale en-GB, Push fcm, Flutter 3.44.9, Dart 3.12.2
