Permissions unassignable as Administrator if you do not have explicit permission grants

Observed behaviour

You are unable to grant permissions that weren't explicitly assigned, even if you have the Administrator permission

Reproduction steps

Have Administrator permissions
Have no roles that explicitly grant other permissions (role-based, not channel based)
Create or edit a role below you
