Fullscreen image viewer has no options menu

Observed behaviour

this button doesn't exist. in order to copy an image link, one must go to the PWA or open it in browser and copy the url

Reproduction steps

  1. open an attached image in fullscreen
  2. look in the top right

Expected behaviour like attached videos, a "..." button should exist that lets you do basic actions like copy/open the attachment link, save the media, etc
