Animated emoji play slower on mobile than on desktop

Observed behaviour

The emote animates as if it's in slow motion. Not sure if it affects all emotes, but look at this emote for reference: :fluxersquishy:

Reproduction steps

  1. Send an animated emote
  2. Watch it
  3. Also watch it on the PWA and see that it's faster

Can reproduce CR: It's pretty subtle. Version 1.0.0, Beta 28, Channel Beta, Build 2101, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.44.4, Dart 3.12.2

Root cause is the frame scheduler in cached_network_image_ce (same flaw as flutter/flutter#24804): every frame is rounded up to the next vsync, so 20ms emote frames play at 60% speed on 60Hz and 80% on 120Hz; fix submitted upstream in Erengun/flutter_cached_network_image_ce#79 and verified on a moto g54 5G and a Redmi Note 12 Pro 5G (87 to 89% speed before, 98% after).
