Notification Volume control

Problem

Right now one can only have max volume notifs or no notifs at all, so if someone has most apps on low volume they can be quite a whiplash.

Proposed solution

As title says - it would be great to add a bar in notifications settings to allow adjusting the volume of the notifications on desktop.
