Automatic Announcement Publishing

Current problem

Currently, announcement channels require one to click the "publish" button on new messages to publish said message, and the "Don't show this again" button is ambiguous as to what the button actually does and whether it enables automatic publishing or not.

Proposed change

A new channel option to whether to do automatic publishing or not, then implement the ping directives @publish and @nopublish similar to @silent. the @publish directive will publish the message regardless of automatic publishing settings, and @nopublish will not publish the message regardless of automatic publishing settings.

Fully support it, it makes no sense to copy how bad it is on discord without improving on it, aditionally, it would be nice if you could also choose a delay for announcements, this could be useful for public announcement channels, where you have lots of people using it, it would give enough time for the message to be moderated or fixed.
