Support the xx-hotkey-v1 Wayland protocol for global hotkeys

Current problem

Portals are secure but not really usable for most use cases, and a pain to implement for usage in app workflow. On another hand, direct input access is great but wildly insecure, and having the user in input group leaves the door open for key loggers to grab the key presses freely.

Proposed change

Add support for xx-hotkey-v1 if the compositor supports it, if not then fallback to direct input access.
