Separate roles with people below separate empty roles not showing on member list

Summary

Apologies if this is a bit cluttered; this is my first time preparing a bug report. I found an interesting issue where if a role is empty and is listed separately, and it is above other separately listed roles that have people in them, the people with the lower role just don't show up in the members list. I hope to see this fixed to where empty roles are ignored and other roles below them are able to show. Thank you!

Steps to reproduce

1. Go to the Fluxer app.
2. Create a server and add at least one person to the server.
3. Go to Community Settings > Roles and Permissions.
4. Create 3+ roles, all with "Show this role separately" checked. Make sure the custom hoist order is the same as the role order (you may need to tinker around with the original order get it to show up correctly, which I will probably report as a separate bug in itself).
5. Put yourself on the highest separate role, and the other people on the middle separate role.
6. Repeat the process, but instead put the other people on the lowest separate role.

Environment (optional)

• OS: I tried this on both Windows 11 and Android 16 on the web app; seems to happen with both.
