Allow bots to send messages containing emojis from other communities

Problem

A bot can use an emoji from another community as a reaction, but cannot include the same emoji in a message

Allow bots to include an external custom emoji in message content whenever they have access to its source community, as Discord does

This discussion was made in error, a misunderstanding and canary already has the fix
