Custom Splash Quotes

Problem

Splash quotes are not easily customizeable on self hosted instances.

Proposal

Add FLUXER_SPLASH_QUOTES_OVERWRITE as an env variable which the user can point to an JSON file containing quotes and maybe expose an schema for the JSON to use.

Example for the quote JSON:
