Managed roles for bots
Problem
Bot roles are currently normal roles, so they can be edited or deleted and remain after the bot is kicked. There is also no trivial way to identify them through the APIProposal
Add managed bot roles that are linked to their bot, exposed in the API, protected from manual deletion, and removed when the bot leavesNotes
