Privacy setting to limit who can react to your messages

Problem

Anyone can currently react to a message (except blocked people), which can be unwanted or used to annoy someone There is no way to restrict reactions from strangers or disable them

Proposal

Add a privacy setting for reactions with options such as:

• Everyone
• Friends only
• Friends of friends (maybe)
• Nobody

Notes

I'd say existing reactions should remain visible when the setting changes, but new reactions would follow the selected privacy option
