Setting to send messages on Ctrl+Enter only

Problem

I'm used to send messages on Ctrl+Enter and to expect the Enter key by itself to produce a newline. Various messengers, including Discord, have a setting to toggle between such behaviors.

Proposal

A setting to enforce the Ctrl+Enter combination to send messages would be nice. This setting should probably also guarantee that pressing Enter on it's own would never send a message in any part of UI and would only produce a newline where applicable.
