Telegram already offers an option like this, one drag-n-drop zone labeled "Drop images here to send them in a quick way" and another, "Drop photos here to send them without compression." along with an equivalent setup for videos and documents. Very simple implementation UI-wise. Users could be given a prompt offering more advanced options after they drop in their photos.
