mute welcome messages by default

Problem

welcome messages are fun and add personality to a dull and boring "USER joined", but as of now they get noisy joining just a few servers results in a bunch of sporadic notifications all the time. That might be fun for me to know if I ran the server or made it, but if I'm there just to hang out and chat it kinda gets in the way. (to clarify) "Hey there, USER! Hope you enjoy your stay" "You've arrived, USER! Let's get started" "Glad you made it, USER!" "Hey USER, great to see you here!" - is what I'm referring to as welcome messages

Proposal

I propose "welcome messages" should be silent by default -> so a setting in the "notifications" tab (doesn't exist yet) "get notified when people join servers" (in general) -> or a list of "get notified when people join XYZ" but either way it should be off by default

Notes

there is a similar idea regarding notification settings as a whole but this was just a little nitpick/gripe I had after using fluxer on my phone for a day (this feels like something that should be off by default)

yes, i have not changed notification settings from default (meaning no they are set to all messages) this "issue" personally was fixed by just muting the "welcome" channel on all servers I had joined it's just this approach scales badly and I feel like "all messages" or "only mentions" is still abit broad tbh either way what i was pointing at was just to make those system messages that are sent when people join to by default be silent
