Use Opus for voice messages instead of WAV

Problem

Uncompressed Wave files take too much space and are way too excessive for voice messages, which can quickly accumulate on the server and waste space which could be utilized for something else.

Proposal

Opus codec with ~64kbps bitrate would be ideal for this task. An ability to configure the bitrate could be useful too, in the admin panel.
