Add voice channel websocket API support for Fugi Reactive overlay (Localhost WebSocket for voice & speaking state)

Problem

A lot of streamers really want to use Fluxer instead of Discord. However, there is one big feature holding us back: we can't use our voice overlays yet. There is a tool called Fugi Reactive, it's a voice activity overlay that shows who is currently speaking, mute, or deafen in a voice channel. A lot of content creators rely heavily on Fugi Reactive to use their avatars. Right now, Fugi Reactive only works with Discord. The developer of Fugi Reactive has already confirmed they are willing to add support for other chat apps. Here is what they said:
"If an app has a way to get who is in a voice channel and their speaking state via a localhost websocket, then yes I'm happy to add support." -Fugi (on Fugi.Tech Discord server)

Proposal

Fluxer can adds a localhost websocket that provides the following information in real time:
  • Who is in the voice channel (the user list)
  • Their speaking state (who is currently talking and who is silent)
