Allow SSO registrations to bypass the registration policy

Problem

Currently, for people that uses an SSO to automatically provision an account, it requires the instance to be Open, which also allows username-password registration automatically.

Proposal

Have a configuration on the SSO settings that allows SSO registrations to bypass registration policy

Notes

This is not related on forcing SSO logins, which is also good but I want to still allow basic username-password logins
