Localized role & channel names

Problem

Right now, role and channel names are just a string. This can be great for simplicity, but is bad for people who might not speak English well (since most communities will have their role names be English).

Proposed solution

Community moderators could be able to create translations for role and channel names, for members' display languages in the Fluxer app. For the implementation, I have two ideas:

1. Each channel and role has their own set of translations which are fully seperate from all others. This is better for simplicity.
2. Communities have community-wide "translations", and when localizing a role or channel you add the translation to the translations for the community, then set the role or channel to use that specific translation. If a community-wide translation changes, all channels and roles using that translation update automatically. This is less simple but may be better in some circumstances.
