Optional audible sound for when other channel users mute / deafen

Problem

Right now, users can't audibly tell when another user has muted or deafened themselves in a voice chat.

Proposed solution

Have an optional "tick box" to play a sound when another user mutes / deafens in a voice chat (with the ability to change the sound)
