Add ability to keep the received reply highlighted, even with @ OFF as recipient

Problem

Right now, users can choose whether to disable pinging the user they're replying to or to keep it enabled @ ON. However, if a person disables it @ OFF, the reply is no longer highlighted. Personally, I often preferred pings enabled since it highlights the reply, so it makes it easier to find when I have an unread message.

Proposed solution

There may be several aspects on how this could work.
  • Introducing @silent @ ON replies may be one solution a sender can choose.
  • Or keeping the reply highlighted could be a feature a user in general (as the recipient) can choose in the settings if they want replies to be highlighted, regardless of @ OFF or @ ON with pings.
  • Mark message as unread re-enables the ping, but there could be a setting to toggle whether the current response message is highlighted or un-highlighted. This is more of a niche case of returning to older messages rather than bookmarking, forwarding to Personal Notes, etc.

Additional Notes: I'm aware of the @silent feature, which suppress any pings and keeps the message highlighted. Although this is up to the sender to include in their reply. But this is something I would want control over as the recipient. I'm aware that there is a setting for toggling replies to @ OFF by default in future builds, which may mean more unhighlighted replies. Another caveat may be that someone might not want to see highlighted replies all the time when it's in the same channel/conversation that's ongoing. It may be a separate issue entirely as this is already a thing with senders keeping replies as @ ON over a long chain of replies. It would be a neat feature otherwise for messages with no pings that may not appear in Unreads or Mentions within the Inbox. A scenario could be browsing another community or channel and someone has a silent @ OFF reply, where once I check back in a conversation, I can scroll up and find what the response was, even in a semi-active channel.
