Community member search only matches exact names and the list does not scroll

Problem

If I goto my community members list and type "J" or "j", nothing will appear despite there being 10 users starting with J. Only if I match the name exactly will the result show. ALSO, changing the Rows per Page above 12 only shows visible results if the additional rows fit on the screen. Scrolling does not work. So for example, the most users I can see on one monitor are 14 (1080p). If I move the app to my larger monitor, 22 (1440p).
