Channels with slowmode should display the timer near the chatbox even if they're not currently affected by it

Problem

If you just got to a channel and want to for an example reply to two different people at the same time, you might not realize the channel has slow mode enabled, so you send off one message then you see oh, there's a slow mode, then you have to wait. But if you knew beforehand you could have formatted your initial message differently
