Voice Region middle grounds

(#1144) Feature Shipped voice

Problem

I am not entirely sure how voice regions get selected but I joined someone in call in the west US and had a terrible ping which interrupted chatting. I manually set the region to east US which is in between us two as I am in Europe and it improved voice chat quality drastically.

Proposed solution

Have the Voice Region select a middle ground depending on which users from which regions are in the call.

Notes (optional)

This could be for chats of two people only or only if a specific threshold of ping is reached that causes issues with voice chatting like 200ms

I really like this idea. Maybe if a joined user goes over a threshold latency number for a short (but not instant) period, it could initiate a "high latency state". Once in this state, it will try to have either the users client ping a server or two in a potentially more equitable region (like you did manually). That, or maybe from a server end it could try a ping to their clients. Not sure what would be best from an architectural, or especially security standpoint. For a self hosting perspective, we'll have to see how v2 handles things.
