Toggle to require Member Verification for members with roles

Problem

Right now Member Verification is only applied to members without a role. So in servers with reaction roles and auto-roles this safety feature is easily bypassable. Member Verification Settings

Proposed solution

Add a toggle to apply Member Verification even to members with roles, so that reaction roles and auto-roles don't become a safety concern.
